Dr. Collins Magalasi
CHIEF EXECUTIVE OFFICER
Dr. Collins Magalasi is a seasoned economist, manager and policy expert in the fields of development, finance, law and business. He joined MERA on 23 November, 2017 after serving as the Chief Economic Advisor and Executive Assistant to the President of the Republic of Malawi from 2014. Collins spent five years as Chief Executive Officer of the African Forum and Network on Debt and Development (AFRODAD) in Zimbabwe. Previously he was ActionAid Malawi’s Head of Policy and later Country Director for South Africa, Lesotho and Swaziland. He is former Executive Director of the Malawi Economic Justice Network. His academic credentials include a PhD in Economic Science, two master’s degrees in Laws and Business, and Economic Policy and Management, and a Bachelor of Public Administration Degree.
Ishmael Stan Chioko
DIRECTOR OF LEGAL AFFAIRS AND BOARD SECRETARY
Mr. Ishmael Stan Chioko joined MERA on 15th April, 2013 as Director of Legal Affairs and Board Secretary. He has 11 years experience in the energy sector at managerial level: 4 years as Board Secretary and 7 years as General Manager at the Petroleum Control Commission. He has also worked for 1 year in each of the following institutions: the Ministry responsible for Justice; the Ministry responsible for Lands; and Sidiq and Co. He has further worked for Savjan and Co. for 2 years and Ishmael Attorneys for 5 years. He holds a Masters in Business Administration, Bachelor of Laws degree, and a Post Graduate Diploma in Petroleum Policy and Management.
DIRECTOR OF ELECTRICITY AND RENEWABLE ENERGY
A graduate of Bachelor of Science Degree in Electrical Engineer from the Polytechnic, Welton Saiwa is registered with the Malawi Group of Professional Engineers (MGPE). He also holds an ACCA Diploma in Financial Management, obtained in December, 2005. Apart from the academic qualifications, he has attended various professional courses, workshops and training sessions in Utility Regulation and Strategy; Management; Micro-economics and Finance Power System Simulation for power engineers, among others. He has worked for 14 years for the Electricity Supply Corporation of Malawi Limited (ESCOM) since 1989; worked for 4 years with the National Electricity Council (NECO) as Director of Technical Services.
DIRECTOR OF ECONOMIC REGULATION
Eunice Potani holds a Master of Arts in Economics and a Bachelor of Social Sciences from the University of Malawi. She has vast experience in the energy sector for over 12 years and worked at the Department Of Energy Affairs and National Electricity Council. She has developed guidelines for assessing financial and economic aspects of operating license application, tariff setting framework and procedures, taken up different tasks at Regional Electricity Regulatory Association (RERA) on capacity building, economic and financial regulation teams. She has been with MERA from February 2009 responsible for Economic Regulation and Business Development.
DIRECTOR OF LIQUID FUELS AND GAS
Alinafe Mkavea has more than 13 years’ experience in the oil industry, in the fields of fuel trading, regulation, fleet management, bulk fuel storage and handling, logistics management, safety and technical standards, pricing and retail operations. She served as a Chemist, Depot Manager, Customer Support and Pricing Manager for Puma Energy Limited (formerly, BP Malawi Limited). She also served as Head of Supply and Distribution for LafargeHolcim Malawi Limited where she was responsible for all logistics and procurement functions. Alinafe is a Chartered Marketer with CIM (United Kingdom), she also holds a Master in Business Administration (MBA) from the University of Malawi and a Bachelor of Education Science degree also from the University of Malawi.
