CALENDAR FOR THE BOARD AND BOARD COMMITTEES OF MALAWI ENERGY REGULATORY AUTHORITY

NOTICE

 

 

Malawi Energy Regulatory Authority (MERA) is a body corporate established under Section 3 of the Energy Regulatory Act to regulate the Energy Sector in Malawi. MERA's specific powers and functions are provided in Section 9 of the Energy Regulation Act and include:

   (a) receiving and processing licence applications for Electricity and Liquid Fuels and Gas undertakings;

    (b) granting, revoking or amending licences granted for Electricity and  Liquid Fuels and Gas  undertakings;

(c) Approving tariffs, and prices of electricity and Liquid Fuels and Gas and services;

(d) monitoring and enforcing compliance by licensees with licences granted under the Electricity Act and Liquid Fuels and Gas (Production and Supply) Act;

(e) arbitrating commercial disputes under Electricity Act and Liguid Fuels and Gas (Production and Supply) Act; and

(f)  resolving or mediating consumer complaints against licensees in the energy sector.

In exercising the above mentioned powers and functions, MERA operates through its Board of Directors appointed under Section 4 of the Energy Regulations Act as well as through its Board Committees and advisory committees established by the Board. These committees are:

(i)  The Energy Pricing Committee whose role is to  advise the Board on pricing mechanisms and structures for various energy products (liquid fuels, gas and electricity); considering energy pricing adjustment requests submitted by energy licensees and undertaking periodic price structural reviews of energy products  based on parameters set by the Board  for various energy products  and recommending adjustments to the Board  for approval;

 

(ii) The Energy Technical and Licensing Committee liaises with other relevant agencies of  government  and is responsible to the Board for the processing of licence applications from energy industry investors and enforcing compliance by licensees with the license conditions  so as to ensure quality of service and compliance with  technical standards in the energy sector, environmental protection requirements and safeguarding public and occupational health and safety;

 

(iii)                The Arbitration, Mediation and Legal Affairs Committee which is responsible to the Board  for considering and recommending reforms to the Energy laws and any other applicable law;  arbitrating and mediating  over commercial disputes among energy licensees, between energy licensees and consumers/customers and providing oversight and direction on civil and criminal cases commenced by or against MERA; 

 

(iv)               The Customer and Consumer Forum whose role is to create an open interactive platform through which the Board can meaningfully and effectively engage the public on matters affecting consumers and those arising from their commercial interactions with energy licensees and fellow customers. The Forum also supports the public in its information needs so as to have informed energy consumer choices and decisions;  protecting the environment and the energy consumers and the public  from adverse commercial malpractices  within the energy sector; and

 

(v)The Electrical Installations Permits Committee which is responsible to the Board for assessing persons applying for Electrical Installations Permits for such persons to lawfully  practice as  electrical installations persons.

The general public is hereby informed that in carrying out its functions, the Board of MERA and its Energy Pricing, Electrical Installations Permits and Energy Technical and Licensing Committees shall meet on the dates set out below to consider determine various matters in accordance with its powers as set out in the law. All persons who would like to have their licence applications and relevant admissions within the powers of MERA to be considered and determined by the Board of MERA should ensure that dully completed licence applications and queries are submitted to MERA at least three weeks prior to the meetings of the committees of the Board.
